Development Will Transform Former Serra Mesa Library Site
To bring more affordable housing to San Diego, Community HousingWorks (CHW) is breaking ground on Serra Mesa Apartments, its newest affordable housing community serving low-income households and veterans.
By combining permanent affordable housing with on-site services, the community is designed to promote long-term housing stability and overall well-being. The 60-unit development is located less than half a mile from a Veterans Affairs clinic, offering convenient access to healthcare, supportive services and case management through the U.S. Department of Veterans Affairs.
Serra Mesa Apartments will include 30 Veterans Affairs Supportive Housing (VASH) units serving formerly unhoused veterans, along with 30 units affordable to households earning 30%, 50% and 60% of area median income.
The project will transform the former long-vacant Serra Mesa Library site into a vital community asset. Designed as a 100% electric, energy-efficient development targeting GreenPoint Rated Silver certification, it will reduce costs for residents while advancing local climate goals. The building will also meet California Tax Credit Allocation Committee (CTCAC) accessibility standards, including designated units for residents with mobility and communication needs.
This project is funded in part with HOME Investment Partnerships Program (HOME) funds provided to the City of San Diego by the U.S. Department of Housing and Urban Development (HUD) and administered by the San Diego Housing Commission.
