COMMUNITY HOUSINGWORKS BREAKS GROUND ON 110-UNIT AFFORDABLE HOUSING COMMUNITY IN THE HEART OF ROCKLIN
Apartment Community Offers Housing Stability and On-Site Programs for Families
ROCKLIN, Calif. – May 13, 2026 – Addressing the growing need for affordable housing for working families in Placer County, Community HousingWorks is breaking ground on Pacific Street Apartments, a 110-unit affordable housing community in downtown Rocklin’s Quarry District at 5000 Pacific St. CHW’s first community in Placer County, the development will provide quality, affordable housing paired with comprehensive on-site services designed to support long-term stability for families.
Through a partnership with the City of Rocklin, the former schoolhouse site will be redeveloped into housing that will primarily serve low- to moderate-income households — those earning 30% to 60% of the area median income — while equipping residents for long-term success. The development will feature one-, two- and three-bedroom apartments, including larger three-bedroom units designed to accommodate bigger families.

The garden-style community will include four three-story residential buildings and one two-story building, with amenities such as a community room, on-site management office, computer lab and laundry facilities. Outdoor spaces will feature a children’s play area and seating areas surrounding a central courtyard with barbecue facilities.
Pacific Street Apartments reflects Community HousingWorks’ commitment to sustainability through a fully electric development targeting GreenPoint Rated Platinum certification. Electric vehicle charging infrastructure and proximity to transit, schools, parks and everyday services support a walkable and sustainable lifestyle for residents.
The development is being developed through a hybrid 4% and 9% Low-Income Housing Tax Credit structure. Funding partners include the California Tax Credit Allocation Committee, California Municipal Finance Authority (CMFA), the City of Rocklin, National Equity Fund, Capital One, Cedar Rapids Bank & Trust, and the Placer County Housing Authority.
Community HousingWorks leads the development team, which includes architect KTGY, general contractor Tricorp Group, civil engineer Wood Rodgers and construction manager Waypoint Consulting.
A groundbreaking ceremony took place on May 13, bringing together community leaders, financing partners and the development team to mark the start of construction. Rocklin Vice Mayor David Bass and Councilmember Jill Gayaldo made remarks alongside Nikki Streegan, Principal Planner at the Placer County Office of Economic Development and Housing; Lizzet Alvarez, Originations Officer for National Equity Fund, Inc.; James Chase II, Capital Officer for Capital One; and Kevin Leichner, Senior Vice President of Housing and Real Estate Development for Community HousingWorks.
