Community HousingWorks Acquires Kimball and Morgan Towers

Community HousingWorks acquires $62.5 million apartment towers in National City, plans transformative renovation

The Kimball and Morgan apartment towers include 303 affordable senior apartments and the George H. Waters Nutrition Center, a weekday meal provider.

National City, CA (April 1, 2019) – On Friday, Community HousingWorks (CHW) closed a $62.5 million acquisition of the Kimball and Morgan apartment towers in National City, including 303 affordable senior apartments and the George H. Waters Nutrition Center on a total of 5.37 acres. The acquisition protects existing residents, who will keep their homes in the towers.

In partnership with Mercy Housing California, CHW will invest $129.2 million in a substantial renovation project to begin in April 2019 with projected completion in summer 2020. The partners were selected in 2018 by the Community Development Commission – Housing Authority of the City of National City (CDCHA) to purchase the towers, following a competitive process. The CDC provided a 99-year ground lease for each tower and sold the improvements.

“These apartment towers are home to some of our most vulnerable seniors. Community HousingWorks is proud to be able to invest in this renovation to improve our residents’ quality of life,” said CHW President & CEO Sue Reynolds. “Both CHW and Mercy Housing share the same commitment that the City of National City has demonstrated to provide this much-needed affordable housing option.”

The Kimball and Morgan Towers are home to seniors 62 years and older with incomes no more than 50 percent of the Area Median Income (AMI). The renovation work may require residents to utilize alternate accommodations for very short periods. CHW will provide residents with up to one week of housing assistance during renovations to their individual apartments.

The property will receive external and internal upgrades and improvements, including:

  • • Renovated apartment interiors including new kitchens and bathrooms, plank flooring and balcony railing replacements
  • • New roofs, elevator replacements, new energy efficient boilers and new fire safety improvements
  • • Dual pane windows
  • • Renovated computer rooms, activity rooms, seating areas, landscape upgrades, reconfigured property management offices and new resident recreation areas

Kimball Tower (1317 D Avenue, National City) is a nine-story apartment building with 151 apartments constructed by the CDC in 1986.

Morgan Tower (1415 D Avenue, National City) is a nine-story apartment building with 152 apartments constructed by the CDC in 1979. The 6,500-square-foot George H. Waters Nutrition Center is located on the first floor of Morgan Tower. The City of National City will continue to operate the Nutrition Center as a weekday meal provider. Under the new ownership, CHW is leasing the Nutrition Center space to the City for $1 per year and completing the renovation and upgrades to the dining, kitchen and lobby spaces.
